Most used game vendors only test a disc by seeing if it loads on a console. This isn't a very good test. Depending on where the scratches are on a disc, it's very possible for the disc to load up normally, even though there are other parts of the disc that can't be loaded. Sometimes you won't find these defects in the disc until well after the dead line in the vendor's return policies.

These Wii discs have been scanned by a modified Wii to verify that every file on the disc can be accessed. This ensures you will not run into any "unreadable disc" errors as you play through the game.
